As I see -N in combination with -r isn't broken. Works fine. My problem was
that I only ran a test without setting "modified" timestamp on the server, and
as I was working on --no-if-modified-since I didn't test it more. I'm sorry.
However, I'll add tests for that, and also fix it when --no-if-modified-since
is given.
