No lo deja muy claro... un gobierno municipal suele ser un
ayuntamiento... ¿tal vez usar «gobierno local» en lugar de «consejo
local»? No creo que se use mucho en español «consejo local» para
referirse a un ayuntamiento o gobierno local (o regional).
