Zwykle ten idiom oznacza "śmiać się jako ostatni", ale podejrzewam, że w tym konkretnym kontekście najlepiej jest chyba przełożyć to jako: "Ostatecznie okazało się jednak, że moje przeczucia sprawdziły się" lub coś podobnego: w zdaniu poprzedzającym ten zwrot RMS pisze bowiem: "I signed that declaration, despite my distaste for the word "open", because the substance of the position was right."
