After further checks, it turns out that 'makeinfo' is supplied by package 'texinfo', and to install 'texinfo', you have to use the 'CodeReady Builder' repo on RHEL8, or the 'PowerTools' repo on CentOS 8.

I don't think makeinfo exists on RHEL8 and Centos8, but xboard doesn't seem to need it anyway, as it uses texi2man perl script

I tried commenting out in configure.ac, and the build was able to complete.
