The doc string of rcirc-track-minor-mode says using customization to
set the variable. So i have:

 (custom-set-variables
  '(rcirc-track-minor-mode t))

I am using: GNU Emacs 23.0.0.7 (i686-pc-linux-gnu, X toolkit) of
2007-03-29 and AuCTEX 2007-03-24.
