No idea.  I could not find source code related to windvi.  But the
AUCTeX "configuration file" (see
<URL:http://foundry.supelec.fr/plugins/scmsvn/viewcvs.php/source/elisp/xemtex/xemtex.el?revision=24&root=xemtex&view=markup>)
provided in the source repository of XEmTeX still refers to it.  So
since there is something similar to (and probably based on) tex-fptex.el
for XEmTeX I really think we should remove tex-fptex.el.
