(1) At least, brace expansion is documented officially in the document
of kpathsea library. Try "texdoc kpathsea" and see "5.3.4 Brace
expansion." I haven't searched for the syntax of the form without
brace.
(2) It doesn't seem that the kpsewhich command of MiKTeX accepts the
form without brace:
