Ah, no, it's pdf2dsc (or gs) of TL2021 that is broken, not pdf2dsc (nor
gs) released from ghostscript.com. I downloaded offical windows binaries
of ghostscript from https://www.ghostscript.com/download/gsdnld.html and
it works well.
