You could start with something simpler and expand from there.  The
following code (to be evaluated in the *scratch* buffer, for example)
should demonstrate the basic principle for raising text:

(progn
  (font-lock-add-keywords
   'text-mode
   '(("bar" 0 '(face default display (raise 0.2)))))
  (switch-to-buffer (get-buffer-create "foo"))
  (text-mode)
  (insert "foo bar baz")
  (font-lock-fontify-buffer))
