When you installed it via ELPA, there shouldn't be anything needed to
make AUCTeX functional.

Nothing really.  The installation docs just cover the installation from
release tarballs or from CVS checkouts.  But when installing from ELPA,
all these steps are not required or simply won't work at all (like
loading "auctex.el").

So simply remove the

     (load "auctex.el" nil t t)
     (load "preview-latex.el" nil t t)

lines from your ~/.emacs.  When opening some TeX file, AUCTeX will be
loaded automatically.
