Then I suspect that this error isn't related to bug#39097 actually.

It's strange that pdflatex couldn't find the source file,
"ParallelIFGF.tex".  Do you get the same error
! I can't find file `ParallelIFGF.tex'.
even when you typeset normally by C-c C-c?
