It turns out that it was indeed a texinfo.tex bug. Replacing bison-1.875/config/texinfo.tex with the latest version <ftp://ftp.gnu.org/gnu/texinfo/texinfo.tex> (dated today) fixes the problem for me. This should appear in the next Bison version.
