The GNU coding standards suggest otherwise, namely, to put
quotes in the message format and to let the translator decide
how those quotes are reflected to the user.  We don't have
to follow that advice, but isn't it easier to follow it?
That way, we don't have to do anything ourselves, and we can
rely on the translators to do the appropriate quoting.
