Not sure if it will help, but I used the linuxfromscratch (7.4)
instructions:

i.e. flex-2.5.37, with a sed to disable the flex tests which require
bison.
Before bison-3.0 we (LFS) used to build flex much later and we had
to patch it so that the tests would work with bison-2.6.1 and later
2.x releases.
