recalling last command: please put cursor at end of line

Fellows, issue some shell commands (ESC !), then do
escape ! escape p
Notice the cursor is sitting at the beginning of the line.
Now suspend emacs and use bash, and do C-p
Notice the cursor is sitting at the end of the line.
Well, what's it going to be?  Beginning or end. Let's get unified
here. One has got to be the better way, and by be posting to which bug
group, you can tell my opinion.

Wait.  Go to a *shell* buffer.  ESC p acts like plain bash there too,
thank gawd.

Wait.  How about in addition to fixing the default, also making a variable
for the user to control if he likes beginning or end of line [if not
implemented already], just incase I don't know what all users need.
