the tool-bar icons come back but the menu does not.  Clicking on any
icon in the tool-bar causes Emacs to lock up.

This should be fixed now.
BTW, isn't it kind of ugly with an empty tool- and menu-bar? The same tool- and menu-bar with all items disabled would make more sense as someone previously suggested.
