bug#21016: 24.5; Can't see top of buffer if set-face-attribute's :height too big

(I'm going through old bug reports that unfortunately got no response at
the time.)

I'm unable to reproduce this issue in Emacs 28.  Are you still seeing
this problem in more recent Emacs versions?
