I did ‘M-x disable-theme RET modus-operandi RET’ and then ‘M-x
load-theme RET modus-operandi RET’. Same issue.

Yes. I use Emacs from ‘master’ branch. Build daily. This problem started
occurring after 1.4.0 merge.
