git clean -fxd
./autogen.sh
CFLAGS="-O2 -g3" ./configure --without-modules ...

Inside src/Makefile is CFLAGS = -O2 -g3

I also tried ggdb3 with the same result

file src/emacs:
src/emacs: ELF 64-bit LSB pie executable, x86-64, version 1 (SYSV), dynamically
linked, interpreter /lib64/ld-linux-x86-64.so.2,
BuildID[sha1]=3cc057b3a7d0f18ff7c819c55a4da8d7ac355846, for GNU/Linux 4.4.0,
with debug_info, not stripped
