Try cvs $exec-path SPC TAB.I don't see what you mean. $exec-path is also expanded to a list, which then again breaks pcomplete-here-using-help. But this just seems to be the same issue as #59956.
I mean: try cvs $exec-path SPC TAB with the patch applied. You'll see that the problem is still there.
