Definitely, yes.

Why does Github classify the 'branch-1.4' branch as "stale", not as "active"?

For releases, that's OK. Since you intend to contribute porting fixes, it's
better to work with the snapshot tarballs instead [1][2]; this way, you won't
run into issues that have already been fixed, and you will be consuming your
own fixes, a week after you have upstreamed them.
