I see the problem; In case of Gnulib, for configuration with m4,
AM_PATH_LIBGCRYPT is used but AM_PATH_GPG_ERROR is not used. This is a
valid use case, but it is not well tested with various situations
(especially, newer libgcrypt.m4 is not tested well with old libgcrypt
installations).
