software":

The following files are mentioned "GNU coding standards" [2]:

    gitlog-to-changelog [2]
    vcs-to-changelog.py [2]

It reads like they are maintained by Gnulib as a whole and not an
individual. Perhaps it is best to just reference bug-gnulib@gnu.org in
that case?

I would offer to maintain one of them so people have someone to
complain to :), but I have not used those scripts so I am probably the
wrong person.
