groff 1.16, grops not downloading fonts in included .eps file

Greetings.

I'm using groff 1.16 under Redhat Linux 7.0.  I'm including a .eps file
that, as far as I can tell, correctly requests fonts:

        %%DocumentNeededResources: font Helvetica-Condensed
        %%+ font Courier
        %%+ font Helvetica-Condensed-Black
        %%+ font Helvetica-Condensed-Oblique
        %%DocumentFonts: Helvetica-Condensed

        %%+ Helvetica-Condensed-Black
        %%+ Helvetica-Condensed-Oblique
        %%DocumentNeededFonts: Helvetica-Condensed
        %%+ Courier
        %%+ Helvetica-Condensed-Black
        %%+ Helvetica-Condensed-Oblique
        ...
        %%IncludeResource: font Courier
        %%IncludeResource: font Helvetica-Condensed
        %%IncludeResource: font Helvetica-Condensed-Black
        %%IncludeResource: font Helvetica-Condensed-Oblique

Furthermore, I have the Helvetica-*.pfa files in
/usr/share/groff/fonts/devps and they are listed in the `download' file.
But the fonts are not being included in the final postscript.

I don't have this problem with fonts used by the actual text of the
document; those are correctly included.

This is quite frustrating.  As far as I can tell I'm following the
instructions to the letter...

Any and all advice appreciated.  I'd prefer to not have to go to the
current groff, but will if absolutely necessary.
