The original bug report is at

Werner Lemberg supplied a patch in the next message, and noted later
(http://lists.gnu.org/archive/html/bug-groff/2013-09/msg00003.html) that this
patch is only a workaround. The patch, however, does solve the problem, and
has been in place for three years on my system with no observable ill side
effects.
