i'm not seeing a solution in either location, and I didn't modify my .cshrc file as Jon had, so i don't know how to get around this, I don't know what causes the hang in the first place.
It's a problem related to the groff source code, and it's not something Autoconf can fix. The attached patch might fix it. I haven't tested this patch, as I stopped using csh over 35 years ago and never want to go back. I think groff would be better off if it didn't worry about csh at all.
