That's a good point, though feels to me like a separate problem worthy of its
own bug report.
The minimum page length hard-coded in commit 7bfaf799
<http://git.savannah.gnu.org/cgit/groff.git/commit/?id=7bfaf799>, 14v, clearly
works for some situations and not others. The correct minimum page length may
depend on the sizes of header and footer margins (the hm, fm, tm, and bm
registers), the length of the input, and other factors. Or perhaps there is a
fix to bug #61034 that is more appropriate than simply disallowing short
pages.
