wow, I've just figured it out.

Am I missing something? But, I am unable to set the timestamp of a file to 00h.
$ touch -t 10202359 'photo.jpg'
# works
$ touch -t 10210000 'photo.jpg'
touch: invalid date format `10210000'
$ touch --version
touch (GNU coreutils) 8.5
