Thank you for the comments.
Updated patch attached which hopefully addresses all the mentioned issues:
1. corrected copyright year (s/2004-//).
2. skip test if timezone-by-city-name not supported.
3. remote whitespace indentation from git message
4. mention required gnulib commit in coreutil's commit message
5. mention '@opindex --debug' in docs (also added few @cindex)
6. removed trailing spaces from debug messages (and from test)
7. use fail=1 instead of framework_failure_ where appropriate
more comments and suggestions are welcomed.
