Date suggestion for improvement

It would be useful if the Date routine had a way to indicate the number of 
weeks since the linux 
day 0      Yes, there is the number if seconds since then, but with +%J (J is 
available) we could get the number of days and the number of weeks since 1 
January 1970.
For example, with this weekno information, a job can be scheduled to run every 
second week by just looking at whether the weekno was even or odd.
The ISO or US weeknumber routines have problems at End-of-Year, as some week 
numbers may be 52 or 53.  This weekno variance breaks down if jobs must run 
bi-weekly
