tr: two clean-up diffs

tr (the first GNU program I wrote from scratch) holds a special place for me :-)

I've made it a little cleaner (removing some pre-C99 warts) by moving
some declarations "down", often to the point of first use. And the
second patch makes a minor change to two local variable types, for
consistency.
