You didn't describe WHAT the utility does, which makes it hard to judge
whether it belongs in coreutils or some other package.
Can it be rewritten in C or must it remain a perl script? We don't have
any perl scripts in coreutils, and it's probably not a good idea to
require perl for something as low-level as coreutils.
Is it truly Linux-specific? If so, you're probably better off proposing
it for inclusion in util-linux,
