Cool, we should probably use Assaf's patch to avoid that.
Though I also am surprised that makeinfo is needed at all.
Before release I checked the extracted archive had appropriate timestamps.
I used:

  stat -c '%y %n' coreutils-8.26/doc/* | sort

to check that:

  constants.texi <= version.texi <= stamp-vti <= coretuils.info

Can you see if that is not the case for you.
