csplit patch to emulate --numeric-suffixes in split

Hello,

I wrote a small patch in order for csplit(1) to start generating
output files at the given offset instead of counting from 0.

E.g.,

    csplit -o 1 -sz -n 2 ...

will generate files

    xx01
    xx02
    ...
