I can't repro on a 6.2 kernel, so problematic combo is:
coreutils >= 9.0, kernel <= 6.1, BTRFS, sparse input file, cp --reflink=never
Fedora has default BTRFS but all releases with coreutils >= 9.0
have a 6.2 kernel as their stable version.
Suse is the other BTRFS default distro, has older coreutils on most versions,
while the latest tumbleweed also has kernel 6.2.
Given this should not be an issue going forward,
it's probably OK for coreutils not to try to avoid the problematic combination.
