That is exactly true, and that's exactly why it is useless to set focus-follows-mouse on MS-Windows: the w32 support code that handles frame switches already uses the Windows API that you mentioned.
IIUC it wouldn't harm to explicitly move the mouse-pointer there if focus-follows-mouse is non-nil and the window gets selected in a programmed way. Or does the API move the mouse pointer too when switching frames?
