A better test is to add
(message "we're loading w32-vars")
or
(error "we're loading w32-vars")
or
(debug)

It's quite likely that w32-vars gets loaded by the call to M-x
customize-group (via cus-load.el). So the solution to the original
problem is to move the x-select-* defcustom outside of platform-specific
files so that there's only one copy of it.
