It means if you feel unsure whether you're doing the right thing, ask
the list first. Don't make unannounced changes outside your area of
expertise. If you need to ask "what does it mean to be sure?" then it
means you're not sure. :-]
Most Emacs hackers start out asking the list about every little change,
and slowly develop a feeling for what things they need to ask about, and
what things they don't. As Juanma said, when someone goes too fast and
starts making bad changes without asking, there are many on this list
who will happily take care of letting them know. :-)
Of course the above system only works when peope are reasonable, but I
think everybody currently hacking on Emacs has proven to be quite
reasonable.
