It works if I do
M-x kill-local-variable paragraph-start
It seems that fill-nobreak-p returns non-nil almost everywhere, so the
filling code never finds an acceptable place to break the line.
vhdl-mode uses
(set (make-local-variable 'paragraph-start)
"\\s-*\\(--+\\s-*$\\|[^ -]\\|$\\)")
This will match [^ -], which is very broad.
