I'm not a native english speaker, I may have misunderstood.
I've read the sentence above as "I'm quite convinced that nobody will
miss ChangeLog files whenever we will be working with Git" -- which I
disagree with.

I did so when I was just a user. But sure, that's probably a minority.

I don't see anything to gain in preventing mere users from reading
ChangeLog files, and I see nothing to lose in editing Changelogs that
you copy into commit messages. It does not even take more time thanks
to C-x v v inserting Changelogs in commit messages directly.
