Sorry, I still don't get it.
Put this in ~/web.el
(define-alternatives web)
(setq web-alternatives '(("eww" . eww) ("w3m" . w3m)))
M-x eval-buffer RET
then C-h f web RET and C-h v web-alternatives RET will
display the correct location.
