Copyright assignment is a different matter: that's a consequence of their being GNU packages. We require copyright assignment for GNU make, which is required to build Emacs, but we do not put its sources in Emacs's git repository, or distribute it in source releases.

It's really the question of where development happens that I'm interested in. Just as we don't need to maintain our own version of GNU make, or any of the other C dependencies, it's no longer essential, now that we have a good way of packaging Elisp, to maintain Org, CEDET etc. in the Emacs repository.
