Heads-up: Emacs 26.1 RC1

With the proofreading of the Emacs manual all but completed, I think
it's time to finally put RC1 of Emacs 26.1 out the door, and hopefully
release v26.1 soon after that.

This message is a heads-up for people who think there are still
significant/critical bugs we must fix before the release: please speak
up now.

If no significant issues are brought up, I think we should have our
RC1 a week from now.

I'd like to take this opportunity to thank everyone who worked on
proofreading the manual, and on polishing the emacs-26 branch in
general.
