While I like the idea, I worry about its impact on performance:
when garbage_collection_inhibited is true and
consing_since_gc > gc_cons_threshold
&& consing_since_gc > gc_relative_threshold
`maybe_gc` will constantly call `garbage_collect`. Maybe we could
circumvent this by temporarily bumping gc_relative_threshold?
