erc-discuss renamed to emacs-erc

Update: the rename has been done, the erc-discuss list is now emacs-erc.
For more context, see the original announcement copied at the bottom.

At the time of writing this message, the old erc-discuss@ address is
currently set up as an alias, redirecting mail to the new emacs-erc@
address for the time being.  Please update your address books and/or
filters to use the new address instead.  If you notice any issues,
please don't hesitate to email me directly.

Going forward, emacs-erc will be the only active ERC mailing list, and
erc-announce and erc-commit are now officially retired.  As mentioned
previously, I will merge the member subscriptions from the now retired
lists into emacs-erc soon after posting this message.

The listinfo pages for erc-announce [0] and erc-commit [1] have been
updated, pointing the reader to emacs-erc [2].  The old erc-discuss
archives are preserved and continue to be available at [3].

Shout out to Ian from the FSF tech team for taking care of the rename,
setting up redirects, and resolving minor issues that arose after the
