Indeed, there are fundamentally two things they do that we don't:
- they bundle extra packages
- they don't have to accommodate all Emacs users (tho over time, they
  discover that they have to accommodate their own users when
  introducing changes ;-)

We could also bundle extra packages, actually.
We just currently decide not to.
