Money certainly plays role when it comes to making software; paid devs =
more development; but I wouldn't say VS (Studion or Code) are that
popular just because MS is behind.

Yes, and now they are realeasing their "security services" to GNU/Linux
too to such in some of those users who are not using their OS:

I guess they will need to send some "feedback" data back to MS servers

They are out for user data; information is everything, big data and how
people use computers, exchange information etc is where money seems to
be. Probably same reason why they penetrate GNU/Linux too. I am sure one
day, operating system will go same destiny as text editors, web browsers
and compiler - be free of charge. It is probably a matter of time when
Windows will become free to user for "priate" and/or some business users.

Indeed, popularity is not always a measure of quality. Best technology
does not always win, unfortunately, political, financial or other
reasons can unfortunately stand in the way of quality.
