I don't think it stops it or makes it impossible. We have had some
successful examples of collecting assignments in packages with even more
significant contributors than solarized. One example is use-package,
which seems to be nearing completion:

So it's just something that someone would need to do.

I guess that depends entirely on the amount of contributors that don't
have assignments already. Having only taken a cursory glance, my first
impression is that collecting the assignments looks a bit easier.
I'd personally encourage you to give it a go. :-)
