What precisely is the problem with the menu bar?

Here it is problematic to shrink the width of a frame to some size less
than that required for the tool bar.  But that's moot currently given
the fact that my tool bar icons have so far inexplicably vanished from
all GTK frames on Debian bullseye and I get only plain text instead of
them.
