Hi Jan,

the following table

 | Country | Number of citizens |
 |---------+--------------------|
 | Germany | 84 Mio.            |
 | France  | XXX Mio.           |

exported with

   (setq org-export-html-table-use-header-tags-for-first-column t)

results in the attached html file.
